With a capitalization of 30 billion yuan ($ 4.47 billion), it is expected to become a large-scale tourism destination, complete with a business sector, high degree of innovation, and rich experience in Northwest China.
Qilihe insists on "leaving the convenience to the enterprise". It opened up a green channel, and provided a variety of services. It has received strong support and assistance from provincial, municipal and district governments and industry authorities.

The district actively coordinated with the Municipal Real Estate Registration Affairs Center to help enterprises complete the application materials. When the project urgently needed construction funds and mortgages, according to relevant policies, the process was streamlined. The on-site inspection was completed within one day.
Data review and certificate verification, which minimized the approval time for the project's land and construction-in-progress mortgages, greatly eased the financial pressure of the project.
