People from the Three Kingdoms (220-280) to Eastern Jin Dynasty (317-420) used "Wo'gan" to refer to A'gan township, which received its formal name in the period of the Sixteen Kingdoms (304-439). A'gan originated from the language of the Tuyuhun people, a branch of nomadic Xianbei people that later mixed with the Han people in northern China, and meant "elder brother" in their language.
These records show that Xianbei people had lived in the district of Qilihe. A'gan witnessed their rise and decline in this region.
The Party committee and government of Qilihe organized the compilation of a book, titled Exploration of Historical and Cultural Resources and Cultural Innovation in the A'gan River Basin, in a drive to further uncover local cultural resources, expand the longevity of ancient culture, and better feel its charm. The precious historical and cultural heritage provide numerous sightseeing areas with invaluable spiritual wealth and cultural legacy.
Meanwhile, Qilihe is also planning to build a replica of the ancient Xianbei town in Bali township. The reproduction will be around 1.3 kilometers away from Shifogou National Forest Park, and in line with regional landform characteristics. The district also intends to build a little town featuring the life of the Xianbei people in Cangxian Valley of Shifogou National Forest Park itself. People will be able to experience and learn more about historical origin, cultural transformation and trade activities of the Xianbei people when they visit.
